Annual report 2023: Dutch payments leading in EU
Payments Association Netherlands presents its annual report for 2023. A thread running through our annual report are the developments and legislation in the EU that the Dutch payments system has time and again proved to be an inspiration and set the tone for European developments. In the Netherlands, for instance, Instant Payments were already widely introduced in 2019 under our direction. Last year, the EU agreed on legislation that will make Instant Payments mandatory everywhere in the EU from 2025.


Another example is the availability and accessibility of cash. That is where we concluded the Cash Covenant in 2022 under the direction of DNB, together with banks and representatives of consumers, retailers, restaurants and petrol stations. Last year, the EU and the Ministry of Finance announced legislation to ensure that cash remains readily available, accessible and affordable in the Netherlands and everywhere else in the EU.
For us, the year 2023 was also about inclusion and accessibility in everyday digital payments and that remains high on our agenda this year. These and many more topics we focused on in 2023 can be found in our Annual Report 2023.
